As one of the North Island’s leading urban areas and a focal point of agriculture and energy extraction, New Plymouth is committed to developing its parking strategy and to ensuring fairness of access to space occupancy. The Council sought to transform the effectiveness of its on-street parking, and also wished to make significant upgrades to its off-street parking facilities.
We installed 1,500 in-ground vehicle detection sensors across 15 kilometres of New Plymouth’s city centre – each linked in real time to the city’s multi-bay on-street payment machines. Each sensor, detects when a space is occupied or vacant. On occupancy the driver pays for their parking, and this payment information, along with the occupancy status is relayed in real time to Smart Parking’s SmartRep software and then onto the meter provider’s database. This then updates the enforcement warden’s handheld, enabling penalties to be issued where infringements occur.
For off-street parking at major retail location, The Warehouse, we added dynamic signage. This relays information from the sensors and SmartRep to our variable message signs – large, clear, digital-display screens which let customers know how many spaces are available in the car park and give directions for locating them, throughout the site, until the driver arrives at a vacant space.
The comprehensive solution deployed by Smart Parking across New Plymouth has been hugely successful.

New Plymouth’s ability to target on-street overstays has been transformed, with wardens guided to contravening vehicles, rather than reviewing all vehicle expiries at random. Additionally, the deployment of SmartRep has significantly improved the accuracy of space occupancy knowledge. This means that New Plymouth can achieve a better balance between personnel costs and penalty charge revenue, and fairer turnover of space occupancy. At the same time, the parking experience at The Warehouse has been significantly improved, with time-to-park, congestion and emissions reduced.
